AZ BA Special Education Teacher Certification Application Information and Instructions
Initial Utah License Required:
Graduates of a WGU Bachelor of Arts in Special Education (BASP) teacher preparation program who want to receive a special education teaching certificate in Arizona need to first license in Utah and then apply for a reciprocal license in Arizona by following the steps below.
You must have a valid background clearance on file with the USBE for Utah licensure, and cannot license if your background check has expired or been revoked.
Step 1: Follow the instructions to apply for initial teacher certification in Utah, available here.
Step 2: Download the Arizona Application for Certification. You will need to complete both pages of the application and include the necessary documents as listed on the application.
a. Official transcripts in sealed envelopes from every college you have attended. Two copies of your final WGU transcript will be sent to you along with your diploma upon graduation. If you would like to order additional transcripts, see WGU Transcript Request. Do not request a transcript until you have received notice of graduation, so that your graduation date will appear on your transcript. Be sure to leave your transcripts in the sealed envelopes to be included with your application packet.
b. Appropriate application fee (as listed on the application fee schedule), payable by money order, cashier's check, or personal check made out to the Arizona Department of Education.
c. Valid Fingerprint Clearance Card (card will be returned). If you do not already have a Fingerprint Clearance Card, you must request a Fingerprint Packet from the Arizona Department of Public Safety (DPS) by calling 602-223-2279. Follow the instructions provided in that packet to complete the background check process.
d. A copy of your Utah Professional Educator License.
f. Original Praxis score reports for the exams taken to receive Utah elementary and special education certification. These may be accepted in lieu of the AEPA subject knowledge exams for these areas. The scores of any AEPA Subject Knowledge, Professional Knowledge, and US and Arizona Constitution tests you have taken will be on file with the Arizona DOE.
