Kentucky Background Clearance Information - Reciprocity Pathway

The Kentucky Education Professional Standards Board (EPSB) requires graduates from an out-of-state institution, like WGU, to obtain a license in the home-state of the program (Utah) prior to applying for a license in Kentucky.  


Kentucky background checks submitted to the WGU certification office must be less than two years old to meet WGU requirements. Utah background checks must be less than five years old. Previously submitted background checks that will be considered expired by the end date of your Demonstration Teaching cohort will need to be renewed by the background clearance deadline set for your cohort.


Prior to Preclinical Experiences (PCE) and Demonstration Teaching (DT), you must obtain a background check through the Kentucky State Police. Fill out the Request for Conviction Records - Employment/Professional License form. You are requesting this background check to obtain a personal copy of your record, so list yourself as the Agency/Organization that will receive the results. Include a check or money order for the fee and mail the check, form, and return envelope to the address listed on the form.  You only need to include one self-addressed stamped envelope, not two, because the results are only going to you. Once you obtain the results, upload your background check results in your student Field Experience portal under PCE Background Clearance and/or DT Background Clearance.

WGU students who are currently employed in a school district and completed a recent fingerprint-based background check may have the option of submitting their school district clearance to WGU. Please see the School District Background Clearance Article in this handbook for more information.



WGU students in Programs BASP and BASPMM who want to be certified in Kentucky must first be certified in Utah.  To receive a recommendation for a Utah teaching license, you must complete a background check through the Utah State Board of Education (USBE).  Click here for instructions on ordering your background clearance from the Utah State Board of Education (USBE).

Additional Clearance Information:
In certain circumstances, even though you have been cleared for field experiences by WGU, the school district in which you are placed for field experiences may have an additional background check requirement that is not required by WGU. Or, the school district may make a different determination regarding a background clearance. You may be required to provide additional documentation to the school district. If so, you are also required to abide by the school district’s decision of approval or denial of the submitted background clearance information.
