Kentucky MSSP Adding an Endorsement - Reciprocity Pathway

 

Note: This article is only for students in the Master of Science, Special Education program.

 

To be eligible for recommendation by the Certification Office, students completing the Master of Science in Special Education degree must graduate and have their degree posted to their WGU transcript.  

 

The Kentucky Education Professional Standards Board (EPSB) requires graduates from an out-of-state institution, like WGU, to obtain a license in the home-state of the program (Utah) prior to applying for a license in Kentucky.  

 

Step 1: Complete a USBE background clearance

Note: This process may take 12-16 weeks. Students are encouraged to apply for their USBE background clearance early in their programs.

 

Step 2: Submit Praxis scores to the USBE.


Step 3: Email licensure@wgu.edu to request to be recommended for your Utah teaching license after completing your WGU endorsement program.

 

Step 4: Request official transcripts in sealed envelopes from every college where you completed coursework applicable to the endorsement sought and have them sent to:

Two copies of your final WGU transcript will be sent to you along with your diploma upon graduation. If you would like to order additional transcripts, see this handbook article. Do not request a transcript until you have received notice of graduation so that your graduation date will appear on your transcript.

Step 5: If the Kentucky Education Professional Standard Board is not listed as a recipient on your Praxis score reports, you will need to contact ETS and request that an official score report be sent to EPSB, documenting your passing scores on the KY required content exam(s) and Principals of Learning and Teaching exam.  Use code 7283 to indicate the Education Professional Standards Board as the score recipient.

Step 6: Download a KY Application for Certification.  Fill out sections I and III.  In section one, indicate you are applying for an Addition of Area. 

Step 7: Fill out the "Record of Personal Information to be completed BY APPLICANT" section on Page 5. Then, send Page 5 to the WGU Certification Officer at the contact information below. Fax and email submissions are preferred; email attachments should be in pdf format.

The WGU Certification Officer will complete Page 5 and send it directly to the Kentucky Education Professional Standards Board.

Step 8:  Mail sections I, II (if applicable) and III of the application form, and a copy of your Utah license to the address listed above for the Kentucky EPSB. You must pay the $50 application fee online using E-Pay.
