Kentucky Teacher and Administrator Certification Application Information and Instructions - Reciprocity Pathway



To be eligible for recommendation by the Certification Office, students completing a bachelor’s degree, a Master of Science in Special Education degree, or a post baccalaureate certification must graduate and have their degree posted to their WGU transcript.  Students who are pursuing a Master of Arts in Teaching degree who have a regionally accredited bachelor's degree must have marks of "pass” on their Degree Plan for all teacher preparation assessments to include any program required Praxis exams as well as all state required exams.  Students who are pursuing a Master of Arts in Teaching degree who do not have a regionally accredited bachelor's degree must graduate and have their degree posted to their WGU transcript.


The Kentucky Education Professional Standards Board (EPSB) requires graduates from an out-of-state institution, like WGU, to obtain a license in the home-state of the program (Utah) prior to applying for a license in Kentucky.  


Initial Utah License Required:  WGU students who want to apply for teacher licensure in Kentucky need to first license in Utah after completing their teacher preparation program, and then apply for a reciprocal license in Kentucky. You must have a valid background clearance on file with the USBE for Utah licensure, and cannot license if your background check has expired or been revoked.


Follow the steps below to prepare your application for Kentucky licensure.

Step 1: Follow the instructions to apply for initial certification in Utah.  The USBE and WGU must have copies of all exam scores on file before your license can be completed. Once you receive your UT teaching license, you may apply for a reciprocal certificate in the state of Kentucky by following the next steps.

Step 2: Request official transcripts from all colleges and universities attended and have each university send the transcript directly to:

You can request that WGU send your transcript to EPSB by going to Transcript Request. Do not request a WGU transcript until you have received notice of graduation, so that your graduation will be posted on your transcript.  MAT students may request a transcript upon completion of the teacher preparation portion of their program. 

Step 3: If the Kentucky Education Professional Standard Board is not listed as a recipient on your Praxis or SLLA score reports, you will need to contact ETS and request that an official score report be sent to EPSB, documenting your passing scores on the KY required exams.  Use code 7283 to indicate the Education Professional Standards Board as the score recipient.

If you have not already reported your Praxis Pedagogy (Principles of Learning and Teaching) exam score to WGU, you will need to send a copy of your official score report to, so that your recommendation can be completed.

Step 4: Download a KY Application for Certification.  

Fill out sections I and III.  In Section I, initial applicants for teacher certification should indicate that they are applying for a Statement of Eligibility. Teacher candidates only need to fill out Section II if they have already been employed as a public school teacher.  

Step 5: Fill in the personal information on page 5 (directly above Section V) and then send page 5 to the WGU Certification Officer by attaching it to an email to or faxing it to 801-401-7961.
The WGU Certification Officer will complete the bottom portion of Section V and send it directly to the Kentucky Education Professional Standards Board. 

Step 6:  Mail the applicable sections I, II, III, and IV of the application form to the address below and pay the application fee through E-Pay
