ND MSSP Adding An Endorsement - Reciprocity Pathway
Note: This article is only for students in the Master of Science, Special Eduation program.
To be eligible for recommendation by the Certification Office, students completing the Master of Science in Special Education degree must graduate and have their degree posted to their WGU transcript.
Students in WGU’s Master of Science in Special Education program who want to add the special education license area to their existing North Dakota certification must first license in Utah after completing their teacher preparation program; a student can then apply for a reciprocal license in North Dakota after receiving their Utah license.
Step 1: Complete a USBE background clearance.
Step 4: After receiving your Utah teaching license, go to the ND Teach license application website (https://secure.apps.nd.gov/dpi/ndteach/Login.aspx) and create an account by clicking the “Register Now” link.
Step 5: Follow the steps to enter your personal information and create your account. Follow the instructions to validate your account via email.
Step 6: Once you have created and validated your account, log into the ND Teach system and click on “I am applying for my initial North Dakota educator’s license.”
Step 7: Confirm all the information you entered during the setup process and click the “Register” button.
Step 8: Once you have done this, click on the “Begin New Application” button on the left side of the screen.
Step 9: Click the button for “Initial Educator’s License” on the page entitled Select Application Type. This should be the only option available if you are not currently
licensed in North Dakota.
Step 10: You will come to a second screen entitled Select Application Type with 3 options. Select “Initial Educator’s License” again.
Step 11: When asked if you earned your teaching degree from a North Dakota college or university, select “No, I have a degree from a different state.”
Step 12: When asked if you currently hold a valid educator license from another state, select YES. When asked how long you have held your out-of-state educator license, click on the button for “18 months or less.” You will be guided to apply for an Initial Two Year Other State Educator License.
Step 13 Click on the “Create Application” button to begin filling out the application. Follow the instructions to complete the rest of the application process. Once you have completed and submitted the application you will be asked to complete the remaining requirements such as payment of the license fee, submitting transcripts, background check, etc.
Step 14: North Dakota requires applicants for an initial license to complete a background check processed by ESPB. Print the Fingerprinting Instructions, complete, and return to ESPB at:
