New Jersey Teacher Certification Application Information and Instructions


To be eligible for recommendation by the Certification Office, students completing a bachelor’s degree, a post baccalaureate certification or a Master of Special Education degree must graduate and have their degree posted to their WGU transcript.  Students who are pursuing a Master of Teaching degree must have marks of "passed” on their Degree Plan for all teacher preparation assessments to include any program required Praxis exams as well as all state required exams.

You may apply directly for certification in New Jersey as a teacher candidate who has completed an out-of-state teacher preparation program.  Follow the steps below to prepare your application for initial certification in New Jersey.


Step 1:  You may either apply online or contact the NJ Department of Education customer service line at 609-292-2070 to request a paper application packet.  Either way, you will want to use the Application Checklist as a resource during the application process.

Step 2: If you choose to apply online, you will want to first familiarize yourself with the user manual for the NJ Teacher Certification Information System before starting the application process. 

Step 3:  If you have not taken college-level study in biology, health or nutrition, then you must take an examination in physiology and hygiene, including the effects of narcotics and alcohol, administered at your county office of education.

Step 4:  Request official transcripts in sealed envelopes from every college you have attended, including WGU.  Do not request a transcript until you have received notice of graduation, so that your graduation will be recorded on your transcript. Masters students may request a transcript after completing the teacher preparation portion of their Masters program.  See WGU Transcript Request.  Include all transcripts in your application packet.

Step 5:  Download the Verification of Program Completion form. Fill out the top portion of the form with your personal information, and send it to the WGU Certification Officer, along with a request for a letter verifying your GPA, at the contact information below. Also include with your email a copy of your edTPA score report. Fax and email submissions are preferred; email attachments should be in pdf format.

The Certification Officer will complete the form and GPA-verification letter and mail them back to you in a sealed envelope for inclusion in your application packet. If you have not already reported your exam scores to WGU, you will need to send a copy of those scores to the Certification Officer before the recommendation can be completed.

Step 6: If the New Jersey Department of Education is not listed as a recipient on your Praxis score report, you will need to contact ETS and request that they mail an official score report directly to NJ DOE.  You may do this by following the instructions outlined on the ETS website.  

Step 7: Fill out the application form.  When you are asked for your GPA, record your WGU GPA as a 3.0.  You are applying for a Certificate of Eligibility with Advanced Standing.

Step 8: If you are applying online, you can elect to pay the application fee immediately by credit card when submitting your application. If you do not pay online, you will need to send a check or money order along with the other supplementary application documents you must mail to the New Jersey Department of Education.

Step 9:  Download and complete parts A-C of the Oath of Allegiance/ Verification of Accuracy Statement for United States Citizens. You need to complete part D in the presence of a Notary Public, who will then sign this part of the form as well.

Step 10: Compile all application documents:

1.   The completed application, if you are submitting a paper version;
2.   Application fee of $190, if not already paid by credit card online, in the form of a certified check or money order made payable to the NJ Commissioner of Education;
3.  Signed and notarized Oath of Allegiance/ Verification of Accuracy Statement for United States Citizens;
4.  Verification of Program Completion form.
