Pennsylvania Teacher and Administrator Certification Application Information and Instructions
To be eligible for recommendation by the Certification Office, students completing a bachelor’s degree, a post baccalaureate program, or a Master of Science in Special Education degree must graduate and have their degree posted to their WGU transcript. Students who are pursuing a Master of Teaching degree must have marks of "passed” on their Degree Plan for all teacher preparation assessments to include any program required Praxis exams as well as all state required exams.
Pennsylvania accepts direct applications for licensure from students who completed an out-of-state, approved educator preparation program, like those offered by WGU. Follow the steps below to prepare your application for Pennsylvania licensure.
Step 1: Request official transcripts in sealed envelopes from every college you have attended. Two copies of your final WGU transcript will be sent to you along with your diploma upon graduation. If you would like to order additional transcripts, see WGU Transcript Request. Do not request a transcript until you have received notice of graduation, so that your graduation date will appear on your transcript. MAT students may request a transcript after completing the teacher preparation portion of their MAT program. Be sure to leave your transcripts in the sealed envelopes to be included with your application packet.
Step 2: Register for a TIMS account and select "New Credential Application" on the home page to complete and submit your application. Please refer to the Getting Started with the Teacher Information Management System (TIMS) tutorial for directions on registering for the TIMS application.
Step 3: Download the Education Preparation Program Verification Form (form PDE 338 A), and complete Section 1 with your personal information. Don't forget to include the application number from your TIMS application. Send the form to the WGU Certification Officer at the contact information below via email or fax. Email attachments should be in pdf format.
The Certification Officer will mail the completed form back to you in a university-sealed envelope for inclusion in your application packet. If you have not already reported your exam scores to WGU, you will need to send a copy of those scores to the Certification Officer before the recommendation can be completed.
Step 4: If the Pennsylvania Department of Education is not listed as a recipient on your Praxis score report, you will need to contact ETS and request that they mail an official score report directly to PA DOE. You may do this by calling 1-800-772-9476 or by submitting the Additional Score Report Request Form to ETS via fax or mail. PECT exam scores are automatically reported to the PA DoE.
Step 5: Compile all other application documents:
1. TIMS coversheet printed from the dashboard,
2. Sealed College/ University Verification form,
3. Sealed transcripts from all colleges/ universities attended,
4. Verification of Experience Form(s), if applicable,
5. Application fee (paid electronically in TIMS)

NOTE: Graduates of the BASP/BASPEE program must complete two separate PDE 338 A forms for Elementary Education and Special Education.
NOTE: Applicants for administrator certification must provide verification of at least 3 years of certified teaching experience by having the Verification of Experience Form (PDE 338 V) completed by the appropriate official at each school district where s/he has been employed as a licensed educator. This form should be returned to the applicant, who must check for completeness before submitting as part of the application packet.
