Texas Background Clearance Information-Reciprocity Pathway

WGU students in a Bachelor of Arts or MAT English program will need to submit 2 clearances to WGU; one for TX and one for UT. 

 
1. Utah Background Clearance 

All USBE background checks submitted to the WGU certification office must be less than five years old to meet WGU requirements. Previously submitted background checks that will be over five years old by the end date of your Demonstration Teaching (DT) will need to be renewed by the background clearance deadline set for your cohort.

All WGU students in a BA degree teacher licensure program who want to be certified in Texas must first be certified in Utah and thus need to complete an FBI national background check through the Utah State Board of Education prior to starting their field experiences. To request information and a fingerprint packet, go to the USBE Background Check Website. (LiveScan is available only to those who are physically in the state of Utah.) When prompted to do so, select "initial licensure" as the purpose of the check.  The USBE packet will be mailed to you. Please call TX fingerprinting sites to determine if they can complete your fingerprinting cards before you arrive. You must return the packet to the Utah State Board of Education within 30 days of receipt, or else your payment will be forfeited.

 

Note: This background check takes 12-16 weeks to be processed by the FBI. The USBE will send you an email when your clearance comes through; please upload this e-mail to your student Field Experience portal under PCE Background Clearance and/or DT Background Clearance, so that WGU's Background Clearance Specialists may verify your clearance and enter it in our system.

Note: Livescan fingerprinting can only be done in Utah. If you live outside of Utah, you must order fingerprint cards unless you will be coming to Utah and going to a Livescan location within 30 days of ordering your background check through the USBE. The USBE will not issue refunds or change your order if you request the incorrect fingerprinting method. 

Be advised that the Utah State Board of Education will be informed of any arrests and charges that occur after your background clearance is issued, and may revoke your background clearance if deemed necessary. You cannot be recommended for licensure in Utah if you have a revoked background clearance, and you must work directly with the USBE to reinstate your clearance if it has been revoked.

2. Texas Background Clearance

All Texas background checks submitted to the WGU certification office must be less than two years old to meet WGU requirements. Previously submitted background checks that will be over two years old by the end date of your Demonstration Teaching will need to be renewed by the background clearance deadline set for your cohort.

To obtain a Department of Public Saftey background clearance in Texas, complete a background check for personal reasons through the FAST (live scan) process of IdentoGO (formerly known as L-1 Enrollment):


1. Click on Schedule or Manage an Appointment.
2. Complete the registration questions and indicate yourself as the recipient of the results.

Upload your background check results in your student Field Experience portal under PCE Background Clearance and/or DT Background Clearance.

If you have already completed a DPS Background Check for a School District, WGU will accept a letter, printed on district letterhead, confirming that you completed a background check. The letter must include the date of your background check and indicate that you are cleared to complete field experiences in the district. Note that districts are not permitted to release the actual results, but they can confirm that you are clear to complete field experiences in their schools as a result of a background check. However, if for any reason your district does not wish to comply with your request for a letter, then you must complete a new "Personal Review" background check as instructed above.

If you are currently employed in a school district and completed a recent background check, you have the option of submitting their school district clearance to WGU. Please see the School District Background Clearance article in this handbook for more information.

If you have been issued a Texas Substitute, Educational Aide, or other Teaching Certificate, and WGU is able to verify it online through the Texas Education Agency portal, then you do not need to complete the Department of Public Safety background check described above. Instead, upload your certificate in your student Field Experience portal under PCE Background Clearance and/or DT Background Clearance.

3. WA Background Clearance Information (For Educational Leadership students)

WGU Ed Leadership students in Texas will license in Washington first. Therefore, you will also need a Washington state specific background check. See WA Background Clearance Information article for more information. Contact tcbackgroundcheck@wgu.edu with any questions.

ADDITIONAL BACKGROUND CHECK FOR CERTIFICATION

Note: You will also be required to do a background check as part of your application for TX teacher certification. See TX Certification Application Information for details.

In certain circumstances, even though you have been cleared for demonstration teaching by WGU, the school district in which you are placed for field experiences may have an additional background check requirement that is not required by WGU. Or, the school district may make a different determination regarding a background clearance. You may be required to provide additional documentation to the school district. If so, you are also required to abide by the school district’s decision of approval or denial of the submitted background clearance information.
