Utah Background Clearance Information
Background clearances are considered valid by the USBE (Utah State Board of Education) for five years from the date of clearance. Any USBE background clearance that will expire prior to the end date of your Demonstration Teaching will need to be redone by the background clearance deadline set for your cohort.
WGU can only accept your background clearance as described below; school district clearances are not acceptable for students in Utah.
PCE AND DT BACKGROUND CLEARANCE INFORMATION
Utah background checks are ordered through the USBE Background Check Website. You will be required to apply online, selecting "initial licensure" as the purpose of the check. The Utah State Board of Education does not currently require a fee for background checks. Once you have entered your personal information you will need to choose the method by which you will submit your fingerprints to the USBE:
Utah Residents — Livescan
If you live in Utah or can conveniently travel to Utah, you may have your fingerprints taken by Livescan at certain locations around the state. Once you have completed the application and paid the Livescan fee, you will receive a form with a list of Livescan locations in Utah where you can have your fingerprints taken. Be sure to carefully review the list for the closest location, and schedule an appointment with the Livescan site if necessary. Fingerprinting by Livescan is only available in Utah. You must complete your fingerprint portion within 60 days of beginning the online process.
Outside Utah — Fingerprint Cards
If you live in a state other than Utah, you must request a fingerprint packet to be sent to your address. You must return the packet to the Utah State Board of Education within 30 days of receipt, or else your payment will be forfeited. Note that this background check takes up to 12-16 weeks to be processed by the FBI.
IMPORTANT: Livescan fingerprinting can only be done in Utah. If you live outside of Utah, you must order fingerprint cards unless you will be coming to Utah and going to a Livescan location within 30 days of ordering your background check through the USBE. The USBE will not issue refunds or change your order if you request the incorrect fingerprinting method.
Be advised that the Utah State Board of Education will be informed of any arrests and charges that occur after your background clearance is issued, and may revoke your background clearance if deemed necessary. You cannot be recommended for licensure in Utah if you have a revoked background clearance, and you must work directly with the USBE to reinstate your clearance if it has been revoked.
CLEARANCE SUBMISSION INFORMATION
The USBE will notify you via e-mail when you have been cleared. Please upload this e-mail to your student Field Experience portal under PCE Background Clearance and/or DT Background Clearance. WGU's Background Specialist will verify your clearance and enter it in our system.
Having a background clearance on file with the USBE is a requirement for obtaining a license to do your student teaching in Utah. Please review the Utah Student Teacher License article for details on how to apply for this license.
USBE AND FBI CLEARANCES
The USBE clearance has an FBI component as part of its process, which means that a completed and cleared USBE will also suffice as an FBI clearance, if an FBI clearance is needed. An FBI clearance by itself will not suffice for a USOE clearance.
BACKGROUND CLEARANCE INFORMATION FOR ADVANCED STUDENTS
If you are a Utah student in an advanced program at WGU, you may use a current Utah teaching license to satisfy the background clearance requirement. Upload a copy of your teaching license to your student Field Experience portal under Background Clearance for verification.
In certain circumstances, even though you have been cleared for demonstration teaching by WGU, the school district in which you are placed for field experiences may have an additional background check requirement that is not required by WGU. Or, the school district may make a different determination regarding a background clearance. You may be required to provide additional documentation to the school district. If so, you are also required to abide by the school district’s decision of approval or denial of the submitted background clearance information.
