Washington Teacher Certification Instructions - Direct & Approved
DO NOT APPLY FOR CERTIFICATION on your own using online Form 4031. Instead, follow the instructions below.
To be eligible for recommendation by the Certification Office, students completing a bachelor’s degree or a post baccalaureate teacher preparation program must graduate and have their degree posted to their WGU transcript. Students who are pursuing a Master of Arts in Teaching degree must have marks of "pass” on their Degree Plan for all teacher preparation assessments to include any program required Praxis exams and all state required exams.
You will be recommended for your Washington license by the Certification Officer at Western Governors University.

Step 2: If you have not done so earlier, create an account in the Washington Education Data System (EDS) portal. Wait at least 15 minutes (sometimes up to 24 hours), then click on "My Applications" and locate "E-Certification" from the application list. Enter E-Certification and be sure your profile information is correct, including your Social Security number. DO NOT APPLY FOR YOUR LICENSE, you only need to verify your profile information is correct. After you have confirmed your information in the "E-Certification" application, proceed to step 3. If you are not sure about whether or not you already have an account, please contact firstname.lastname@example.org.
Step 3: Contact the WGU Certification Officer at email@example.com to request your recommendation for licensure. In your e-mail, indicate whether you wish to apply for a Residency certificate only (Fee: $74) or both a Residency certificate (Fee: $74) and Substitute certificate (Fee: $54).
Step 4: After the Certification Officer has verified your eligibility, they will recommend you for your license through the EDS portal. You will then receive an e-mail reply with instructions to log on to EDS to complete the process.
