While Wisconsin does not require you to apply for and receive a UT teaching license before applying for WI licensure, WI does require you to be eligible for UT certification. This means that you will need to pass both the UT content exams required for special education licensure (either Praxis 5345 or 5543) and the exam that Wisconsin requires (Praxis 5146 and NES Foundations of Reading) in order to be eligible for certification in WI.
