Wyoming Teacher and Administrator Certification Application Information and Instructions
 

To be eligible for recommendation by the Certification Office, all students completing initial licensure programs or a Master of Special Education degree must graduate and have their degree posted to their WGU transcript before applying for certification.

WGU students seeking licensure in Wyoming can apply directly for that license upon completion of a WGU teacher or administrator preparation program.  Please follow the instructions below to apply as teacher administrator candidate who graduated from an out-of-state institution.

Step 1: Teacher candidates will need to download the application packet for Initial Standard Certification in Wyoming and review it. Administrator candidates who are currently licensed teachers in Wyoming will need to use the "Added Endorsements" application packet.

Step 2: If you do not have a current Wyoming teaching license, or substitute teaching or coaching permit from the PTSB, then you'll need to submit fingerprint cards as part of your application packet. 

 

You may obtain a Wyoming Fingerprint Packet by sending an email to  wyoptsb@wyo.gov with your name, phone number, and mailing address with the subject heading FINGERPRINT CARD REQUEST.  You can have your fingerprinting completed at any local law enforcement agency. Note that the cards need to be completed in black ink. More details can be found on the Wyoming PTSB website.


Step 3: Request official transcripts in sealed envelopes from every college you have attended. Two copies of your final WGU transcript will be sent to you along with your diploma upon graduation. If you would like to order additional transcripts, see WGU Transcript Request. If you choose to order an e-transcript, you must have them sent to ptsbtranscripts@wyo.gov. Do not request a transcript until you have received notice of graduation, so that your graduation date will appear on your transcript. MAT students may request a transcript after completing the teacher preparation portion of their MAT program. Be sure to leave your transcripts in the sealed envelopes to be included with your application packet.

Step 4: Fill out Section I - Applicant Information of the Institutional Recommendation form with your personal information, then email or fax it to the WGU Certification Officer for completion at the contact information below:

The Certification Officer will return the form to you in a sealed envelope for inclusion in your application packet.  If you have not already reported your exam scores to WGU, you will need to send a copy of those scores to the Certification Officer before the recommendation can be completed.

Step 5: In order to be eligible for initial licensure in Wyoming, you must verify knowledge of the US Constitution and the Wyoming Constitution. Graduates who completed a US History and Government or a US Constitution and Government course as part of their WGU program may submit course descriptions as evidence that the course fulfills Wyoming's US Constitution requirement.

 

WGU coursework DOES NOT cover the Wyoming Constitution requirement. You can satisfy the Wyoming Constitution requirement via examination, or by submitting a course description from another institution you attended that met the requirement. PTSB has created a multiple choice exam which may be taken at any Wyoming school district administration office or the Professional Teaching Standards Board office. Step 6: Fill out the application form and the Individual Requirements Form.  Teacher candidates do not need to fill out the Verification of Work History form unless they have three years teaching experience within the last six years in the area in which they are they are on an out-of-state teaching license. Administrator candidates do need to have this form completed in order to verify three years of full-time K-12 teaching experience. The form must be filled out completely and accurately and must be signed by the applicant’s present or most recent school administrator or board chair.

Step 7: Complete the Fee Payment form included in the application packet. The fees may be paid in the form of a check or money order made payable to the Wyoming Professional Teaching Standards Board or via credit card.

Step 8: Complete the checklist, and compile your application packet with the documents arranged in this order:

 

1. Checklist
2. Fee Payment form with check or money order attached if you are not paying via credit card
3. Application form
4. Completed fingerprint cards (both blue card)
5. Institutional Recommendation form
6. Official transcripts
7. Course descriptions or verification of passing US and Wyoming Constitution tests
8. Copy of your official Praxis score report
9. Verification of Work History form (if applicable)
